I simply can’t turn off reduce motion. I tried to update the phone but that didn’t fix the issue. I also tried to turn the phone off and on but also didn’t fix it.

Go to Settings > Accessibility > Motion. Turn on or off any of the following controls: Reduce Motion: Reduces the motion of the user interface, including the parallax effect of icons.

Already done that as you can see in the YouTube link I added. This doesn’t fix the problem.
Mine shows that it’s off but it doesn’t actually turn off
