Change Preview view default

I just upgraded to OSX Ventura 13.2 from Catalina and have been super annoyed that every PDF file opens at actual size by default. I hit ⌘9 to jump to zoom to fit, but I have do to that for every file, every time. It does not remember that I changed it when last viewing a specific file; and even if it did, I don't want to have to ⌘9 every document the first time I open it.


There used to be a setting that allowed me to say, functionally, "make 'zoom to fit' my default view". I have read multiple posts here that instruct the user to hit ⌘9 each time a new file is opened. That is not the help I need. Please help me set my default view in Preview to zoom to fit for every file, every time so that I don't have to manually zoom to fit ever?

Did you make any change to Preview>Settings and compare your results...?


does the image setting effect your PDF setting...make some changes to suit your needs.

Thanks for your help. I changed the "define 100% scale as:" per your screenshot above. I quit & restarted Preview, then opened several PDF that I had not opened since the OS upgrade. They all defaulted to actual size. One of them I used the ⌘9 to zoom to fit, then closed the file and reopened it. It defaulted back to actual size.


Other ideas?
