Why is the "Photos Library.photoslibrary" file always in the Trash?

I have a recurring problem where I empty the trash/recycling bin and it gets stuck - and after some trial and error I found that its because the "Photos Library.photoslibrary" file keeps turning up in my trash/recycling bin - even after I deleted and emptied it! It just comes right back the next day. Why is that? And how do I get rid of it? It's preventing my recycling bin from emptying properly and it keeps coming back?

Try if this helps (I understand that you have nothing important in Photos.app, right?):


Option-start Photos.app and create a dummy new Photos library (to the Desktop, for example). Then quit Photos, wait a minute, and move the library to the trash and empty it.


If that does not do it, try to safe-boot, login, and wait a minute, then reboot normally and try again.
