I just deleted the TikTok app and now it’s telling me to add payment and order to get the app how do I get the TikTok app back without billing

App Payment Methods I would like to add an additional payment method to my apps. Specifically, I would like to pay for Dropbox through my business card versus everything else I'd like to pay for with my personal expenses card. I can’t download any app i downloaded before and deleted I want to download an app which i downloaded before and then deleted. It asks for billing information and i don’t want to add my card. The app that i want to download is totally free.
