I have installed Monterey on my Macbook Pro and I am unable to install any Apps. The error message is this is damaged and cannot be opened. You should move it to the trash. This happens for every App - from Express VPN to Adobe PDF Reader.

Hi there is no VPN installed - I deleted it when I was trouble shooting a different issue with Mac Mail.
i can not download any app including FCP X or Adobe PDF reader - same error message on e erything
The VPN may be blocking the app install. Why are you using a VPN?
