I'm having trouble with adding a recovery account. I'm getting message: "Cannot add (name). You can only add contacts who are using iMessage.”. We both have an iPhones 13 Pro updated to the latest system version. Both the GF and I are added to the family, and when trying to add a contact, the phone suggests her contact.

To confirm, does the contact in question have iMessage enabled? They can confirm under Settings > Messages.
They'll either see an option to sign into their Apple ID, or if already signed in they'll see Send & Receive with the email and phone number in use for iMessage.
If they are signed in already, have them toggle iMessage off and then back on then try adding them as a recovery contact at that point.
