Why does it say “Parents or Guardians in Family Share can view this contact card” as I’m updating contacts when I’m the organizer?
Can others view my contacts? How am I able to view theirs?

It seems to be isolated to “downtime contacts” but I’m not sure how/why. Why would these be shared with other parents/guardians.

Thank you for providing that information. If this only happens with select contacts, check to see how they were added to Contacts. Did you add them, were they synced from another account or another device? If a child is part of your family group, check to see if they're able to view the contacts. That will help to isolate the cause of this.
You might also want to go ahead and back up your iPhone and update to iOS 16.3: Update your iPhone or iPad - Apple Support
