There are times something in a posted steps outside the Boundaries / Rules that govern these Apple Support Community.

Not sure how it's annoying. If it bothers you, don't use it.

It can't be deleted. No Apple apps installed with Ventura can be.

FWIW, what you wanted to disable was Quick Notes.

I think the user is experiencing the Quick Notes functionality in Ventura
