I don't want to block an individual but want the call to go directly to voicemail

I want any calls from a single contact to go straight to voicemail. How can I best do this? I don't want to block the caller

iPhone 13 Pro Max, iOS 16

Block the caller. That’s what blocking a caller in the phone settings does; it sends the caller directly to voicemail.
