Spotlight launching wrong app / Outlook Search

2023 Macbook Pro / Ventura 13.2 migrated from 2018 MBP / Ventura 13.2

Two (maybe related) issues. Spotlight has properly indexed the Outlook mail, but Spotlight search returns launch Mail.app. I've already changed .eml files to open Outlook by default, and it works if launched off a Desktop .eml file. It's as if Spotlight sees the email from Outlook differently, and ironically, in Spotlight, it shows the results with the Outlook icon in the upper right hand corner suggesting its aware.

Second issue, no matter what I've done, searching in Outlook no longer works. It returns blanks results no matter what I search.

What I've done so far. I've ensured the indexing includes the Outlook profile (and clearly that's working bc Spotlight returns results). I've reindexed with mdutil just in case off the command line. I can -see- Spotlight results so I know the indexing is happening, even if Spotlight launches the wrong app, and Outlook returns no search results.
