I have placed the weather section on my modular watch face
Its not loading the weather data at all and from last 4 hours showing Loading weather data
I have background app refresh enabled and also location access set to Always for the weather app
I have tried resetting the watch and also force restart but nothing works

I finally fixed mine!! After I checked all my settings 10 times over, I deleted all weather apps from my phone except the apple weather app. As soon as that was only weather app on my phone, it works perfectly on my watch. I was able to reinstall the weather channel app, and watch weather is still working perfectly.

Are you using the Apple default weather app? If so, at this point, your best option may be to make an appointment at the Genius Bar in an Apple Store near you and let them look at it:
