Switching system photo library is not responding

I have this problem whenever I try to switch the system photo library, the photos app is not responding. In the past, I moved my photo library to an external drive. However, the photos app could not sync to icloud. After that, multiple errors message appeared. Then I tried to repair the library, but still could open the previous library. I then created a new library and am trying to create this library as the system photo library.

I'm running it on a MBP M1, Ventura 13.1

MacBook Pro 13″, macOS 12.2

there's no problem in moving the library, but it occurs when I try to designate this new library, which I put in the internal disk, as the system photo library. the photos app just froze like in the original screenshot I attached above.

When you say "external drive," the first thing we need to know is, how is that drive formatted? Apple says that to get full functionality (and to avoid damaging the Photos Library) an external drive must be formatted in either APFS format or Mac OS Extended (Journaled) format. Additionally, the drive can not have had Time Machine on it since it was formatted.

Sometimes a Library will work for a while on a not-Mac formatted drive, but it catches up with you.

Do you have "Optimize Mac Storage" checked in Photos Settings?
