Issues Connecting to WiFi after factory resetting iPad Gen 4

I upgraded to a newer iPad and I wanted to reset my old iPad Generation 4 with IOS 10.3.4. After reseting it, I tried to set it up but I get "Unable to join the Network" error. I have an iMac and the newer iPad both connected to the same network.

iPad, iOS 10
