Frozen iCloud window in System Settings on 2021 MBP in Ventura 13.1

It began with a warning that I have to accept "New iCloud Terms and Conditions" on the 2021 MBP 16.


No matter how many times I accepted, the warning never went away and the window appearing in the right upper corner of the screen constantly reappears warning me about accepting those terms and conditions.


I then searched this forum and found out that there are others having the same issue. I did a few of the recommended things. Nothing worked.


One of the suggestions was to turn off "Private Relay". I checked what this is (never heard of this before), found it turned off on my Mac.


I then made a mistake. I turned Private Relay on and that is where my problems really begun.


First, System Settings completely froze. I was unable to click on anything or scroll in that window. The rest of the Mac seemed to work fine, except for System Settings.


Second, after force quitting system settings I was after several tries able to go back into iCloud settings to turn off private relay. However, the iCloud window and anything connected to my Apple ID remains frozen or very unresponsive to scrolling, clicking, etc in System Settings. Sometimes buttons are activated with a delay of 30 seconds from clicking on them.


Third, Private Relay now seems to be stuck on "loading" when I am able to view the info in my iCloud settings.


Fourth, I cannot see or scroll to the area where I could sign out of my iCloud. That option seems not to exist any more in System Settings for me.


Fifth, most of the time when I click on my name in the left upper corner in System Settings, the subsequent window is completely blacked out. If the contents appear, scrolling does not work and clicking on the options does not work either. Occasionally there is a response with a delay of >20-30 seconds.


Most recently another warning appeared in system settings asking me to log again into iCloud, the usual "Update Apple ID Settings", but the "update" button is unresponsive.


Not sure what to do.


Very frustrating. I would erase the nonadministrative account from my Mac, but this was the first account ever established on this Mac, per some information I received from Apple it is an important account and I am not sure how the Mac would behave if I erased this account completely because of this issue with iCloud.


Please advise.

Thanks for all the info, that helps!


Do you have any other Apple devices? And if so are you having the same troubles?


Are you successfully able to sign into iCloud.com on this device and other browsers / devices / Networks?


My hunch is iCloud Keychain.......


Can you go into System Settings > Internet Accounts.


Click on each account to see if prompted for a password, and do so if asked.


If the issue continues......can you try opening the Mail or Contacts application. On the top menu choose Mail / Contacts > Add Account, and see if it works?


If still no.....I may create another admin user account, it just takes a minute:


Add a user or group on Mac - Apple Support


Sign out of the current user via the Apple menu, and into the new User account, making sure to sign into your Apple ID during the setup.


Next, sign out of this User and into the original, see if there is a change.


Its possible either your Mac login keychain, or even your iCloud Keychain need to be updated or even reset.


If this is necessary, you can backup your local, and/or iCloud passwords first, just let me know how it goes!

OK, just realized there is a Ventura 13.2 update available.


Following the update the System Settings freezing has gone, Private Relay was on and working. I turned Private Relay off, since this was the advice given by others for the "New iCloud Terms and Conditions" issue.


Remains this annoying "New iCloud Terms and Conditions" issue. No matter how many times I accept these, including now in Ventura 13.2, this request and repeat warnings do not go away.


Any ideas how to fix this?

Before I read your response I tried to sign out of the Apple ID account on the Mac. Had some trouble with that at the step that involved the Photos library (I have it on an external SSD).


I finally did manage to log out of the Apple ID on that Mac and now logged in again.


So far no windows are popping up any more telling me to accept the new terms and conditions.


Also, so far no such issues popped up on the other Macs I am using (using Ventura and some prior macOS versions).


Hope the problem is solved now.

How did you manage to sign out? I seem to have this problem too—unless it's slightly different. I just upgraded to 13.2. In System Settings in the left sidebar it has a warning for "New iCloud Terms and Conditions (1)." When I click on it I get a Terms and Conditions button to click—but absolutely nothing happens when I click it.


And if I click on Apple ID at the top of the left column, the usual panel does not appear. So I can't get to a sign out button.

ahlstro, I had to wait for Private Relay to completely load after updating to 13.2, then the sign out button was there and I was able to sign out of my Apple ID on that Mac. Later I signed in again and the "Terms and Conditions" issue resolved.


Try DiZoE's advice if you do not see the sign out button. I am not sure what else to recommend from my end.

Solved my problem. For posterity: I didn't give the whole story; I'm on a 2014 iMac 5K with OpenCore Legacy Patcher. I went to the patcher app, hit the Post Install Root Patch button, then hit Revert Root Patches. After it did its thing the computer rebooted, and I was able to accept the iCloud Terms and Conditions like you normally would. A few seconds later OpenCore asked me if I wanted to install the Root Patches again (which I did, because without them screen refreshes are dog slow and the external displays don't work). Now, after doing that, everything is back to normal.
