When you purchase cloud storage, it will increase the storage you have in iCloud, but not increase the local storage on your iPhone. To free storage on your iPhone with the help of cloud storage you have to move items to iCloud - for example, enable iCloud Photos in the Settings > AppleID > iCloud > Photos, or enable iCloud Drive and move large documents to iCloud Drive.
