I am funding my account with gift cards and I have credit available but I’m still not allowed to remove my debit card. I need my debit card removed. It’s saying I have an active subscription and cannot remove it but there is money there from a redeemed gift card. Neither the chat or call option for help is available in this region.

Ongoing subscriptions and Family Sharing organizers must always have a payment method present. To edit the cards used for those you may need to first add the new card and make it the primary payment method before removing the old card (see: If you need to change or update your Apple ID payment method - Apple Support ).
