Widget Buttons Not Working

After opening the widget panel, 2F sliding from the right or clicking on the time/date on top, the 'edit widget' button on the bottom does not function.

To go around this I tried 2F clicking on the panel and clicking on 'edit widgets'. This does bring up the add widget panel, however all buttons stop functioning after that.

I need to click (esc) to return to the desktop.

Figuring it an update issue, I updated to Ventura 13.2 but the problem persists.

Do you have any 3rd party utilities installed like CleanMyMac, AntiVirus, or any display management software installed? Any of these could be interfering with the system that might result in this anomaly. Lastly, before knowing any of this, can you go into System Settings, Desktop & Dock, Hot Corners (in lower right corner) and turn off the Notification Center for the upper right and change it to the upper left? Then check to see if it can be edited. If so, edit it and then change it back to upper right.

Also you don't mention what computer you have. And its age?
