OK. well the first thing I would try would be to completely close safari, and then press and hold your "shift" key while launching Safari to see if you can get it to work. if that does work, again completely close safari then relaunch it and see if it's fixed.

then I would start the Mac into safe mode and test.

it's working fine for me. Ventura 13.2 and Safari 16.3.

are you using any "clean up" or "speed up" or "optimization" apps? or any anti virus apps?
