How do I get my Apple Home app add my 2022 Samsung TV?
Also, can the new Home Pod and mini's be added to the Samsung as a speaker without adding an apple TV?

I’m using my HomePods for my tv (cable, etc) but it’s routed through an Apple TV 4K (second Gen) plugged into HDMI ARC.
To add your tv to the home app, the tv needs to support Apple HomeKit. Then you set that up by scanning a code from the tv. I think yours does, see here: https://droidrant.com/how-to-connect-samsung-tv-to-apple-homekit/ This answers all of your questions.
