2. Select: "Bug Report" for the "Feedback Type"
3. Comment: that this all began after installing and update, and how you have troubleshot it this far. Include the URL of this thread.
4. Proceed from there aw necessary

Remember for the first 24-48 hours after an iOS update, your phone will need to do a lot of background work rebuilding databases and so it may use more power and feel slightly more sluggish than usual.

It should recover within a few days.
