Shortcuts not syncing with my Apple Watch

I have an iPhone SE (2nd Gen) and an Apple Watch SE. I have 3 timer shortcuts that I want to sync onto my watch but are not syncing to it. Even the default shortcuts are not pairing with it. I've done the power off and on on both devices. I also did the "Show on Apple Watch" as selected and they're not showing up. As well as unpairing and pairing my watch again and the shortcuts are still not showing.

Both OSes are up to date as of 1/24/2023.

Watch: 9.3

iPhone SE (2nd Gen): 16.3

What am I suppose to do?
