No wonder you're having problems. You've installed what most of the experienced contributor to these forums consider akin to malware: CleanMyMac and McAfee.
First, there is no reason to ever install or run any 3rd party "cleaning", "optimizing", "speed-up", anti-virus, VPN or security apps on your Mac. This documents describe what you need to know and do in order to protect your Mac: Effective defenses against malware and other threats - Apple Community and Recognize and avoid phishing messages, phony support calls, and other scams - Apple Support.
There are no known viruses, i.e. self propagating, for Macs. There are, however, adware and malware which require the user to install although unwittingly most of the time thru sneaky links, etc.
Anti Virus developers try to group all types as viruses into their ad campaigns of fear. They do a poor job of the detecting and isolating the adware and malware. Since there are no viruses these apps use up a lot of system resources searching for what is non-existent and adversely affect system and app performance.
There is one app, Malwarebytes, which was developed by a long time contributor to these forums and a highly respected member of the computer security community, that is designed solely to seek out adware and known malware and remove it. The free version is more than adequate for most users.
Uninstall those two apps according to the developer's instructions. Do you have any Anti-Virus, Protecting, Cleaning junk-ware installed on your iMac or use a VPN?
What message do you get when the download or install fails?
Have you tried the App Store method using Safari?
I have tried all the recommended methods to upgrade my 2020 intel iMac without success. The update from Monterey to Ventura 13.0 went well without a problem. The only suggested method I have not tried is to wipe my computer clean and try to install the updates, I do not want to go that route if I can avoid it. 13.2 and 13.2.1 all failed to upgrade. Have any other users had this problem? Has anyone successfully found a solution?

As a general rule of thumb NEVER EVER install any of the following types of apps:
• Third party Antivirus
• Third party Cleaning apps
• Third party VPN apps
• Third party "Security" apps
These types of apps first add no additional layer of security that Mac OS does not already have! In addition they cause more harm than good and make your system have the type of behavior you are experiencing and lots of other types of odd and buggy behaviors.
Please locate the developers uninstall instructions for the apps you have installed and then follow to the letter. Next, please restart in Safe Mode and then restart normally and update your system. The update should install without any problems what-so-ever. Your system will be completely secure and should run smoothly for many years. By the way, I also have 2 27" 2020 iMacs, running current versions of Mac OS. Both are dead reliable and never give me issues.
Startup in Safe Mode and Update.
