I opened today Notes on my Mac and all the entries disappeared leaving me an empty Notes. I am using the latest OS Ventura 13.0.1 and Mac Studio with Apple M1 Max. All my Notes are saved in my computer. I tried searching for the file and it appears in the list but when I clicked it, it just opens the empty Notes. I am thinking of reinstalling the app. How do I do it?

Then use your trusty Time Machine Backup to restore the missing notes in the Notes Application
The Operating System resides in a Sealed and Read Only Volume that can not be opened by the User.
So the idea of Reinstalling the Notes Application only would be impossible

Notes is part of the OS so to reinstall it you boot into Recovery and select the option to reinstall the MacOS. This only reinstalls the MacOS and does not touch your files.
You should do a backup first, just in case something goes amiss.
Also, first, I would update to 13.1 to see that resolves it, before anything else.
