Will a cellular Apple Watch purchased in Canada also work in India?
If I purchase ultra gos plus cellular watch from Canada would it work in India

As a GPS only watch yes. As a cellular watch, it's not supposed to. If you buy an Apple Watch with cellular in the US, Canada, Mexico or Puerto Rico, those are the only places they are designed to work with cellular networks.
And if you buy it in Canada and you get home to India and it doesn't work, you'll have to get on a plane can come back to Canada within 14 days of purchase to return it for refund. Apple will NOT exchange it in India.
And your watch, purchased in Canada, will have NO warranty in India either.
Purchase your watch in India, if that is where you live and will use it. Any savings you may realize by buying it in a country it wasn't designed to work in your country will evaporate and then some if it doesn't work or you need warranty support.
