In my particular case, it is about a kmz file (collection of saved coordinates), I was trying to bring to my new iPhone. In the process I rewrote the file as a txt file… bad idea.
now, I would like to recover the file at the version as it was in iCloud on January 21st.

You may be able to try the steps from Recover deleted files on iCloud.com for this. If not available, it may be necessary to check to see if the file was backed up anywhere else you may recover from. Please note that files stored in iCloud are not included in backups per Backup methods for iPhone, iPad, and iPod touch.
