How to Report an App

I play a game that allows in app purchases. Many people have paid a lot to play the game but the game developers allow certain players to continue to violate the terms of service. Many players who play fair have submitted concrete evidence of clear violations of the terms of service but the game provider does not take any action. How can I get Apple to intervene?
