It appears that your iPhone is locked to the carrier it was last active on. You will have to contact that carrier and ask about the requirements to get your iPhone unlocked so that it can work with other carriers.
My recommendation is that you return the iPhone back to the seller if you still can. This is because it may be a lot of effort ahead to get that iPhone unlocked.
