Using apple pay without a driver’s license

For me to accept apple pay it is saying i have to verify my identity. and i have all of the information but a drivers license. how am i supposed to use my apple pay?

iPhone 6, iOS 12

You mean Apple Cash. You will be unable to use it without providing identity verification, including a state-issues driver's license or ID.
