I assume you are talking about this. If it just says you need to wait for 8 hours before you can put in the passcode again then you can wait or you can wipe the phone.

This means someone has tried to put in the wrong passcode too many times. It could even be caused accidentally in your pocket.
If on iOS 15.2 or later You can sometimes remedy this without a computer by tapping on "erase iPhone" , but you will still need the Apple ID password. It will WIPE the phone, no choice!
