Only the original owner can unlock the watch. Do you know them? If yes, they need to remove the watch from their account. If no, you've purchased a useless watch Apple won't help you unlock, nor can we.


If you know the original owner, this is what they (not something you or anyone else can) do --> What to do before you sell, give away, or trade in your Apple Watch, or buy one from someone else - Apple Support


And if you don't know them or can't reach them, see if you can get your money back and if that is not a possibility, recycle the watch responsibility and chalk this up to a bad buying decision.
