my series 8 apple watch does not have the clock app on it how do I fix it ? I do see it on my phone under my apple watch app.

There is no Clock app for Apple Watch. It is a watch, which you choose the watch face you want to use and the complications you want to use on the available complications for each watch face.
What are you actually trying to do, which makes you look for the Clock App?
