If your iPhone is locked and you can't remember your passcode, you must do a restore from a PC or Mac. When you do a restore, the phone will be restored to factory settings and everything will be deleted. If you have made an iCloud Backup before you were locked out, you can restore to it after you have made a restore.
If you were signed in with your Apple ID and Find My was activated, you must enter the code for your Apple ID after restore to use the phone.
