why do contacts disappear without icloud?

Because the contacts information are Only being Sourced from iCloud & are Not Appearing in " On my mac "
On My Mac, as the name denotes, are contact information Stored " On My Mac " which is located on the Physical Drive of the computer
Image below and On My Mac has exactly 1 Contact - Apple Canada
All other contact information is stored on iCloud.
