I can’t change “country/region” because of my Balance

I can’t change my “country/region” on the App Store because I have $0.27 on my balance and I don’t know on what to spend it and I don’t want to put more money

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, use this link to ask the iTunes Store staff to zero it.
