To help resolve this issue, let's turn off predictive text, restart the iPad and turn predictive text back on. This can help reset the setting and cause it to start back working again:

Turn off predictive text

• With an onscreen keyboard: Touch and hold  or , tap Keyboard Settings, then turn off Predictive.

• With an external keyboard: Go to Settings  > General > Keyboard, then turn off Predictive.

Next, Restart your iPad and turn predictive text back on to see if the issue is resolved.

What we'd recommend then is to contact Apple Support so that they can research this further with you and see why the option is missing in Safari.
