Not receiving Smartcard PIN prompt during app install

I've set up a MacBook pro (currently OS 12.6.2) to use SmartCard authentication, using a YubiKey as the "SmartCard". Setup process was to use the commands:

sudo defaults write /Library/Preferences/com.apple.security.smartcard

enableSmartCard -bool true

sudo defaults write /Library/Preferences/com.apple.security.smartcard allowUnmappedUsers -int 1

and (after verifying that the YubiKey could be used to log in)

sudo defaults write /Library/Preferences/com.apple.security.smartcard enforceSmartCard -bool true

The UI successfully changes to the PIN UI for Log In, and for unlocking system preferences, but not when installing an application.

The Application Installation generates a permission prompt to install a "helper" applet, which asks for the password. Providing the password will generate the expected error that the PIN is required for this account. The UI won't change to the PIN field, even after removing and reconnecting the YubiKey, and entering the PIN in the Password field does not work either.

How do I get the installer to switch to the PIN field?
