Cannot send audio text messages

Question

I cannot send audio text messages on my iPhone 14. Sound recognition is off. So that’s not my problem. iOS 16.1.2

i have shut phone down and restarted still receiving message that I am unable to send audio messages. Help!!!

Audio text messages can only be sent using iMessage. They can therefore only be sent to other Apple users.
