Why can't I update to Ventura 13.1

I am running Ventura 13.01, and am unable to update to Ventura 13.1

I manage to download the entire 1.68GB package, but always get this error

"Failed to prepare the software update. Please try again later.

An error occurred while downloading the selected updates. Please check your internet connection and try again."


MacBook Pro 16″, 13.0

A good start is to follow the advise from all above replies


Two cents from here and from below link


If an error occurred while updating or installing macOS


And


Software on the computer interfering with the download process including AntiVirus Software


Notation: Disabling the AV Software may or may not solve the issue. Removal of the AV Software may increase the chances of the download to perform as expected.


Running behind a VPN which may increase Packet losses or corruption of the download 


If via wifi too many Other devices using the wifi at the same time reducing the Bandwidth to your computer. 


Best Results are via Ethernet Cable to Router


Restart in Safe Mode. This will perform a Disk Repair, clear cache files and only load Apple Software, extensions and fonts. The boot up will be slow and can take some time - Normal and Try Again using the Software Update Applet in System Preferences


Worst case - Restart in Recovery Mode and choose Reinstall macOS. This in theory will pull the latest version of Ventura available and commence the installation.

are you attempting the download over wi-fi? when possible, you should perform macOS downloads with a wired ethernet connection. if this is not possible, (mac has no ethernet port) you should move the mac as close as possible to the router, and temporarily remove your other devices from the wi-fi. you need the most bandwidth going to the mac as you can get while downloading a macOS.

Are you using a VPN by any chance? If so, disable it. Also, make sure no other programs are running by closing anything that is running except the OS. Also make sure if any other devices are using the Internet on wifi or wire connection (except the MacBook itself) Turn them off so they are not attempting to use any bandwidth. One last thing, check your Internet speed by using a speedtest site to insure you're running full bandwidth per your Internet provider. EG:
