Why is Apple Podcasts app consuming half the available storage on my phone?

Seems to be a long running bug on iOS and iPadOS. Looking at Storage report under Settings, the Podcast app is using 10.25GB of ‘Documents & Data’. However, ,’All episodes’ report 487MB. Looks like this App does not manage its storage correctly. Can only conclude that Apple is neglecting this product. Who is the product manager?
