USB WiFi Dongle

I have a USB WiFi dongle. When I connect it with the MacBook using USB adapter, I cannot use it without connecting to the WiFi. If I connect the same dongle to a windows laptop, I need not have to connect it to the WiFi. It'll automatically connect to the internet Eg. like using portable hotspot using USB cable. Is it possible to connect to internet like this?
