Can you get into it at all? Go to settings - general - about and scroll down to see what it says for carrier. From what you say, this may be a stolen phone if the seller doesn’t know which carrier it is locked to.

I’m not sure the person I bought it from won’t answer my msg and when I look on the phone says carrier unknow I guess I’m just out 75 dollars
