Unable to delete an app

I wanted to delete and reinstall Snapchat on my phone but it hasn’t deleted. Instead the icon is a grey grid but it won’t let me click on the app or get into it. Trying to delete it again removes the app from my Home Screen and library but it’s still in the settings with my other apps. I looked up other suggestions on what to do online and most of them say to go into iPhone storage and offload it from there, however, the app doesn’t even show up in that setting. I have tried shutting down my phone and turning it back on many times but nothing is working. Any suggestions on what to do?
