Deleting my photos from my photo library

If my pictures are backed up on my iCloud can I delete my photos from my phone library and still be able access them through iCloud

If you’re using iCloud Photo Library, no. Deleting them from one place deletes them everywhere.

No. Remember, that iCloud backups sync with your phone. If you delete a photo on your phone, that photo will be deleted from the iCloud backup.
