cant login to itunes on windows device
After update on windows device i can't login and it says "unable to sign into apple id. try again later". It's been multiple days and i've tried restarting and uninstalling/re-installing.

Are you able to sign into your Apple ID elsewhere? Trying to sign in elsewhere can show if the issue is with iTunes itself or your Apple ID. If you don't have an Apple device, you can try signing into the following website: Manage your Apple ID Knowing this can help determine possible next steps.
You mentioned you tried restarting. To clarify, was that restarting iTunes, your Windows computer, or both? We want to make sure we understand which step you took.
