I have an iPhone but for some reason even when I'm on Wi-FI or Cell data my messages aren't sending and going green even though the "SMS" option is off and the "iMessage" option is on, I am not sure what to do because the person I'm trying to Message has an iPhone with everything on iMessages turned on. Can anyone help?

Yeah, that can happen when the other iPhone is out-of-charge, out-of-service, or no connection etc.
What is the difference between iMessage and SMS/MMS? - Apple Support
Try sending messages to another iPhone to see if it works.
Note: you can send message to yourself for testing purposes.
