terms and conditions agree button

i’m trying to set up my macbook air and on the terms and conditions for some reason the agree button is not working

Windows, Windows 10

Go back a few steps to the Apple ID/iCloud sign in step, and skip it. You can then agree to the Terms.

After setting up your Mac, go to System Preferences (or System Settings) > Apple ID, and sign in.

I went back all the way did not see an option to skip
