If I live in two countries I have to buy 2 phones and have two apple IDs

It is really up to you how you wish to handle it. Apple's system is designed with an ID being set to one Home Country. You could have a second account -on a second phone if you desire- but whatever solution you arrange will not allow seamless use of your account in two countries.
