Stop autoplay of video on iPad

I listen to music on my iPad and whenever I go to a website that has an embedded video, the music turns off and the video audio plays instead. I have followed the instructions to go Settings —> Accessibility —> Per App Settings —> Safari —> Auto Video Previews —> Off. This does not work even though it sounds like it should. Is there another way? I have searched for answers on the web and have not found anything that works. Is there an ‘official’ answer from Apple? This is beyond annoying!
