How can I get set up if someone else set up originally and I don’t know who???

You can't use this watch. If you don't know who set up the watch before you got it, it's totally useless to you. Only the person who locked the watch can unlock it. Apple won't help you. We can't help you. Try to get your money back, but if you can't, chalk it up to a bad purchase and recycle the watch responsibly.
