Parental Controls without Family Sharing?

I am divorced and enjoy 50/50 custody of my kids. We need to separate the Family Sharing account.

is there a way to maintain parental controls of our kids phones for both adults if we are not using family sharing?

iPhone 13 Pro Max, iOS 16
